Every lens can create bokeh, it is the quality of bokeh which differs.
An old post but you can read how to make your own bokeh shapes here.
I'll post a picture after I find the necessary materials to do this.

cool, how do they do that with a subject in focus?
Probably manual focus or focus-lock prior to covering the lens.
